One reason to believe he is not doing a touring musical is that such a project would take months, if not years, of intricate planning. Al would probably need to take a full year off from touring in order to plan a grand musical like the one you've described. Also, if it was a new musical written by LMM and Al, it would definitely live in Broadway for a while before going on tour!
I couldn't tell a dirt clod from a plate of caviar.

There are already people out there that know what the next tour is, but I guarantee they won't confirm nor de-confirm any speculation. From everything that has been said though, it seems unlikely that the next tour would be a musical (my guess is still a completely acoustic tour)

Miranda: Yeah, absolutely. We met under the auspices of trying to do a musical. With some projects the rights didn't work out and with some other projects, we didn't quite see the same thing on. When it's right, it's right. I like that we're both picky, honestly. It means that when we do make something together, we're both in, both feet.
Yankovic: My feelings are exactly the same. I always tell myself, "Somewhere down the line, it'll happen." I think it's bound to happen at some point, but hopefully we'll live for another five or six more years and we'll work it in there somewhere.

Did he? I know Al said the big show will be back eventually, but that he has something different yet again in mind for next year. In the Cringe Podcast, he said it's important that fans know this 2018 tour is not "the show" so they aren't disappointed. Then he said "it'll probably be the show again, in 2019. That's the talk, anyway." But of course we also have gotten the impression that it will be different from all previous tours somehow. So, IDK. ¯\_(ツ)_/¯

If I recall correctly, between the SOL and 2010 tours, Al said the set list would be "substantially different." I mean, it was still "the show," but there were several song changes. If that's any indication, it seems likely that 2019 will be a 2010-style tour, especially since there isn't a full album to support again.

If next year truly is a brand new format then I imagine a night of reimagined hits could work. Dare To Be Stupid (Unplugged Version) for instance.
