My first guess is that this is for another Funny Or Die project like the Huey Lewis one, except this is a meant as a parody of "Stand And Deliver" for some reason.
My second guess is that this is from another video shoot Al did for one of the songs he recorded in September and Paul Scheer is making a cameo. It would have to be some kind of Kid-N-Play or Arrested Development style parody judging form Scheer's outfit, but that prediction would make more sense if Al and Paul switched outfits.
