The creator of the show is the lead singer of The Aquabats (he appears in the show quite often as well doing various things) and their live shows have a bunch of costumed monsters. I saw them in 1999. It turns out that one of the monsters from the live shows (a cyclops) got remade to look a little friendlier, but I thought it was so funny to see that their villains (yes, they battle villains and have a plot during their live shows) made it onto a children's show. So the weirdness of the show seems to stem from the creator being a wet-suit wearing super hero called an Aquabat. (He's technically "M.C. Bat Commander"...) That's also why the songs in the show are so awesome! Although my kids never got into the show too much, (my son's more into The Aquabats than Yo Gabba Gabba) it was still fun to see a few episodes.
