I use photofiltre, which is a free program.
Download it
here .
I'll take whatever picture I want, crop it to where I want it, then make it the size I want, which for here is 100 x 100. It's pretty simple, really.

The easiest solution is to open Photoshop, resize the image to 100 x 100, and then Save for Web Devices, which automatically saves it at a reduced file size. And still looks nice!!
I couldn't tell a dirt clod from a plate of caviar.

oh, gotcha...
Anyway, yeah, we both basically described the same process. You just have more options with photoshop.
For what I use it for, I think photofiltre works out fine. I think this latest set of avatars I made look great.
