It was probably a thing where he didn't quite know how to use his upper register yet since he was new to singing. A lot of guys who aren't trained start off doing that.
As has been said, Al's voice has drastically shown improvement. I'm so glad he dropped the nasal dork voice too. I remember when "Do I Creep You Out" came out, a lot of people were like "whoa, I didn't know Weird Al could sing like that." I thought that was pretty cool.
I think the major improvement starts at Bad Hair Day. Is that when he got vocal training?

I definitely agree that Al's voice has gotten better as time has passed. I think part of that has to do with the fact that he decided to start making his parodies sound like the original artists instead of using some of the gimmicks he used in his earlier parodies. I think he started to try to sound more serious, and his great voice emerged with that effort.
