Exactly. This is a station/universe with SUCH low standards, they take thoroughly talentless weirdos - some real, like James Quall, and some played by comic actors expressing their silly sides, like John C. Reilly as Dr. Steve Brule - and juxtapose their complete and utter lack of talent by giving them inexplicable reverence, and in doing so, mock the reverence we give to those who deserve it. No sketch did this better than their pitch-perfect "Quall" biopic parody.
By the way, Reilly as Steve Brule is NEVER, EVER not funny. If you don't like Tim & Eric, try watching an episode with Brule's Rules. Comedy itself doesn't get better than the bit where he gets drunk on wine.
"What goes in the hole comes out the hole!"

Just gonna stand there and watch me burn...that's alright because I like the way it hurts...

I've actually met James Quall on my way to see a movie. He's just as weird in real life as he is on the show. My friends, Bill and Mike, used to intern for Tim & Eric, so I've met Eric Wareheim a few times as well.
I happen to know from talking to several people I now who who work for T&E that one of their big concerns is being "found out" that the David Liebe Harts, James Qualls, etc are really sad, pathetic people, not just funny comic actors.

A friend of mine sent me a few pictures from the recent wrap party of Season Cinco of Tim & Eric Awesome Show Great Job. Al was there and my two friends were "partying with him" all night. Here are a couple of pix they took.
Al with Tim & Eric:

Al with the T&E Line Producer and Bob Odenkirk:

Pretty sweet!

I had to laugh - Picture one shows Al wearing his glasses the same way I do...hanging off his shirt collar.

Indeed, Al does have to wear glasses again, for reading and watching stuff at least. Apparently the eye surgery wore off after ten years.

The eye surgery only corrected Al's nearsightedness. It's still good.
Once people hit middle-age a lot of them get farsighted -- that's why Al sometimes wears glasses now.
I've worn glasses for my own nearsightedness since I was 10. Now though, I don't need glasses at all to read printed materials like books and newspapers because the farsighted problem has cancelled out the nearsighted problem.
