I doubt there'll be an age requirement just because of the casino. My family saw Elton John in Las Vegas about a year ago, the venue being inside a casino, and my sister and I got in.
House Of Blues listed an age requirement of 18 during ticket sales(it's in a casino) last year, but changed it to all ages the night before the show. I doubt It will stay 19 & over.
If the venue's only entrance is through the casino, then the age requirement will stay. Legally, even if it's just to get somewhere, underage cannot walk through the game floor. That's why in places like Vegas there are huge walkways with a different colored carpet- that area is "not" the game floor, so families can walk through.
