Actually, algonacchick was right. The "official thread" says:

To be considered, the nominated person / item / whatever must have occured between the 28th of October, 2005 and the 15th of December, 2006

You can still nominate or second anything after the 15th of December, but you can't nominate or second something that occured after that date. Sorry for the confusion.

Sorry for the confusion.

You can nominate and second stuff for all categories until the 15th of January.

The stuff that you can nominate and second should have happened between the last awards (October 28th, 2005) and when the nomination process started for these awards (December 15th, 2006 = "Now" for those categories broken out by time).

Quick question. With the Best Topic, where does the award go? Does it go to the topic itself or is it given to the member who started it?

Where does the award go? As in the non-tangible, completely make-believe award that isn't actually given to anybody? That award? Well, I would think all unclaimed awards would go to spacedingo by default.
