I was kinda surprised to hear John Vernon's voice at first, but in the end I thought it was a bittersweet swan song for him, essentially parodying the role that made him a permanent fixture in pop culture.
In a slightly morbid way, it would probably be appropriate to recast him should they decide to do another Nigel Planter episode, since they had to recast Dumbledore in the Harry Potter movies after Richard Harris died. It's a bit ironic.
As for the episode itself, I was a little disappointed. Sure, the ending was twisted and fun, but what was the purpose of bringing back the Nigel characters if this wasn't going to really be a parody of the Harry Potter stories? It seemed a bit unnecessary, but hey, unnecessary cameos are a cornerstone in cartoons.
My main gripe with this whole half-hour episode is I'm starting to like Billy less and less. His personality is becoming less dopey and more manic, and I think that's due to a more aggressive delivery his voice artist is giving in his dialogue. Billy's about a freak-out away from becoming a third-season "Ren and Stimpy" character.
