Harvey The Wonder Hamster requires no bells or whistles. In past tours it was an a capella sing along. Frankly I'm surprised it hasn't come up on this tour yet.

Some have just said that it's a personal favorite of Als' and he did just go an entire tour leaving it out of the setlist. He may have liked it so much that he may not have WANTED to let it go even this recently.
As far as "bells & whistles" go, all the backing tracks from when he played that one on the Alpocalypse tour were just sound effects from the video clips rather than actual portions of the song.
Maybe Al just likes both songs that much but finds CNR just has fewer "bells and whistles" and is just simper to play live?

It's way easier for them to do Frank's even without rehearsing, which they would anyway. Neither are on the "list" for the tour but if you were more likely to get one later on in the tour, it would be Frank's. CNR requires little effort, and clearly Al loves it much more. Steve is like "alright, break time".
