Who creates the band's set lists, i would assume it's al, but if he does is there any reason to what song goes where?

Al makes the lists, and there's no formula to the order. The only possible pattern is that typically the latest single appears late in the show, the medley is usually at about the halfway point, and the polka is usually within the first few songs. Otherwise, it seems pretty random as to what's new, what's old, what requires a costume, or what has video playback.
