Can we use 100x100 pixle Flash movies as avatars as long as they're 6KB or less?

They are not supported by the forum software. Supported file types are .jpg, .jpeg, .gif and .png.

Flash movies are usually more compact than GIFs so I think it's a good idea.

As a rule I don't like animated avies. And yes, I know I have been guilty of a few of them...

That's just a way of saying it's a preference. Sort of a rule of thumb.
