Given that it says it was collected in 1976, I think it's safe to say that's not Al's song.

Yeeeeah, I don't think that's Al's version...
Collected in 1976 from Moses Harris of Lethbridge, NL, by Genevieve Lehr and Anita Best
Found that towards the bottom of the page... and besides, "damn" is used in it, I don't think Al will be using those kind of words in a song anytime soon. :P

Odd find though

That's definitely a possibility. I agree with the Jimmy Buffett speculation too. I'd be interested to hear a Jimmy Buffett style parody, especially since he has so many different styles.
