It's from Super Troopers, Webkinz. Alicia mentioned this place being an "open bar," so it made me think of the "open bar" scene from that movie. That character is so happy that the event has an open bar (he keeps repeating "open bar!", so he drinks himself silly and ends up vomiting violently in the bathroom and getting all messed up. It's a funny movie.
