Good question. I wondered that myself ever since I first saw it. My mom watched it, and she said it was Anthony Geary (Philo from UHF), only without glasses, but I'm not sure.

It is most definitely not Anthony Geary, as he didn't first meet Al until he auditioned for the role of Philo. In the "UHF" commentary Al even said they were initially unsure about casting Tony for the movie due to his more dramatic-leaning work on "General Hospital."
