No, she wasn't. If you're thinking of the lady who played Mrs. Fesenmeyer on TWAS, her name was Patricia Place. Sadly, she passed away in 2008.

Bay was the first choice of Al and the other producers, but the network refused to let them hire her because they thought she was "too ethnic."
