Well, Al DID tweet something to the effect of "I'm writing the setlist tonight," implying that the band will start the tour rehearsals VERY soon, if they haven't already. How could he complete the setlist if he hasn't finished the parodies?
To answer my own question, though, I SUPPOSE he could just use placeholders for now. You know, "Polka goes here," "first parody single goes here," "second parody single goes here," etc. That way, the studio rehearsals for the new songs could double as the tour rehearsals. That method WOULD get a bit complicated when it got to the medley, though.
At any rate, Al has almost NEVER shot any footage JUST for concert costume-change usage. Unless I'm forgetting something, every clip he's ever shown in concert was recorded for some other purpose, or at least a dual-purpose. But he has never shown an interview in concert BEFORE it airs on TV. These concerts are expensive enough to put together, and though those interviews are cheap to make by basic-cable standards, there simply isn't enough money in the tour budget to make videos JUST for the concert-goers.

Yeah, he did tweet about the setlist... and probably got 27 zillion replies to it.
I doubt the format of the concert is going to change much, as he's had the same go-to formula for quite a long time now. Fun Zone, bunch of songs with videos mixed in, medley, more songs, encore. He's a bit predictable that way. He usually opens with a polka, too.
And yeah, I don't think they've ever had "concert-only" footage. It has always been for something else, too.

And that is very possible; I would almost say most likely. As Kristine pointed out, there is a very definite formula to the setlists (polka usually among the first couple of songs, etc.), so Al probably did outline this new one just as you said.
As far as full-length numbers, really all that would theoretically remain in flux right now are three or four songs max: the polka, the "lead" parody, and one or two (at most) of the other parodies. The originals are already done and Al most likely already knows which ones he'll include and where to put them, while it seems likely that "Whatever You Like" will end up in the medley (especially if the whole album is finished in time).
But yeah, Al could very well have written up a setlist the night or his tweet, but what's great is that it probably wasn't written in concrete. In the next four months,
lots of things could change. The album could very realistically get done.
And as for band rehearsals, if memory serves, those are usually done very close to the start of the tour. The guys did theirs for "Touring with Scissors" shortly after the album was released (CNN covered it).
When I said earlier that Al might be waiting to get new video clips ready, I didn't mean to suggest that he would shoot new things just for the tour itself...I apologize if anyone inferred that. As has been stated, the video screen content always comes from other productions (song-related graphics aside). What I was suggesting is that he was getting the older interviews ready in case he needed to use them as, to use Fred's word, placeholders in case something like a new "Al-TV" or similar special doesn't get produced before the tour.

All I know right now is, I'm hoping Smells Like Nirvana is still in there somewhere... I wanna be a cheerleader! I've never done it before, but I really really want to at least once. One of my neighbors was one of them (last minute fill in, she works for the venue) at the Mission Viejo Lake concert years ago... but she wasn't even a big fan! My friends that I went to the concert with, including myself, were not too happy about that. To top it all off, she's not a dancer, either. Anyways, rant aside... I want to be a SLN cheerleader!
