The hair looks multi-colored to me. Looks kinda cool. I asked the same question about the blue eyes in the comments under the pic. Maybe this person was going for an Anime look? Could also explain the conical hat instead of the fedora like on the SOL inside cover.

That high contrast lighting makes it look like a painting .
At first I thought that his nose was too pointy for Kyle Gass, but after more thorough examination I decided that it's also because of lighting and that this is indeed Kyle Gass. . But I might be wrong.
