I think that if there are any red nominees at the end of the nomination period, then whoever nominated them should be given a chance to explain why they chose them and a certain period of time should be given to see if anyone seconds them.

I meant more along the lines of if there just aren't many nominations for a category (like just one or two). I wasn't really take seconding into account.

If there was only one nominee for a catagory, then presumably they would win by default. If there are 2 solid nominees for a catgory reguardless of color, then they would move on to the final ballot.
3 Word was locked because it lost its luster and it lost its creativity. People were using it to spam. It was no longer fun and it was making me sick. Feel free to un-nominate it or whatever.
