I think the most likely thing is that Al was denied permission to the song after he had already recorded it. Perhaps Blunt's men were too slow that the message didn't get to Al in time. I'd imagine that Al has already mixed it in surround, and was very disappointed when the news came that it couldn't be on his new album.
This knocks him down to 10 songs for the new album. Only doing 11 was a bit of a stretch for a current album. Most albums now have anywhere from 15 to 20 songs. De decided that 11 was risky, but releasing a 10 song album was not a good idea. For that reason, he is going back into the studio to record one or two more.
Instead of trashing the song, though, he decided to release it on his website to raise internet awareness of his new album and produce some talk. He can't make money off of the song, so he's using it as an advertisement, letting people know that he still has it.
That being the case, I think he would have benefitted more from releasing a different song. Of course, if my scenario is true, he didn't have a choice in the matter, but it would have definitely helped if he released a different song. One more fit to be used in video clips or on ytmnd -- a hotspot of internet activity.
The song is amazing, though, and was quite a treat to the fans.

I just have some random notes to add. A lot of this is speculation, so don't take too much of this to heart.
I really don't think this would be because of a mere past update glitch. If we're just talking about the home page missing news blurbs, then why would the recording dates page also revert back? I don't know Jon's process in updating the site or if he keeps past updates just in case the site melts on him or something, but there would have to be a very unique chain of events to take place for an outdated news blurb to reemerge after it had since been updated.
As for "You're Pitiful" and what it all means, I have no idea. I agree with Patti, I really hope it isn't excluded from Album 12, because it's both a funny song and a parody of a very recent smash hit, but it doesn't look good right now. What is the likelihood that the very same site update would not only offer a brand new song to download but also downgrade the number of tracks reported to be completed specifically for the new album? We know that there is some unknown problem holding the album up, but what are the chances that two different songs (and both apparently parodies yet) are causing the problem?
It's not that I'm disagreeing with Ryan's theory, because it sounds very likely, but I find it a little hard to believe that with the problems Al has had with permission in regard to Coolio and (most recently) Eminem that he would go ahead and do a song without the full complete okay. Why take the risk after all he's been through already? He's even said in the past he rarely writes whole parodies until he gets the permission. Let me rephrase that, it's not the unbelievability of it so much but just the frustration of it, that "It's always something!" feeling. Al cannot be that unlucky, can he?
And if it's instead a matter of royalties, then that's all on James Blunt's head. I really don't want him to be cast as a villain a la Eminem last time, but if the problem is royalty-related, then someone on his end is being unreasonable or just plain greedy.
I really hope whatever the problem is it can get resolved, as it really is a good track and would make a great radio single. Hopefully whatever releasing it as a download will accomplish can do it. If nothing happens for Album 12, then maybe (and hopefully) this can at least be worked out in time for inclusion on GH3.
