The merge would happen before you run out of tribe members. For example, if there ends up being 16 players, then that would make two tribes of 8. When we're down to 10 players, they would merge into one tribe.

I don't want to jump in unless you need me to fill a spot. I'd like to see some of the newbies get to play.
