I think while Tacky could be either, Handy seems more likely to be Fancy.

Real answer is: Not sure. However, I'm voting for "Handy" = "Fancy" because it just feels right.

Yeah, I love the bit at the end. The whole song I was thinking - Have I been using semicolons incorrectly all this time?

I feel like Handy is Happy because they're closer than Handy and Fancy, ish. It could go either way but the line in Happy "Clap along if you feel like a room without a roof" makes me feel like Al would do something with that in Handy. Also Happy has been huge for a while now and Fancy is only just startig to gain traction this year, and with Al's tweet that there's not really a lead single it makes me think that Handy is Happy and Tacky is Fancy. I'm so tacky, cuz I'm handy, etc.

Plus Happy is kind of a sexier song to match Handy with :up:
And the way Fancy sounds kinda fits with Tacky, u kno

Plus Tacky, Clueless, '90s fashion, it's all making sense to me

I don't get this line of thinking at all. Handy and Fancy are much closer to rhyming than Handy and Happy.
If you think Handy is a parody of Happy, make it for a different reason. Like for example:
