So I have a question how are you going to inforce this rule? Are you going block people who just signed up? I think I understand the rule because people who just signed up dont know anyone. Do I have it right?

I don't think you should base it on post count. There are some people who have been here forever who lurk and don't post often or at all, but are very familiar with the posters and topics. I'd base it off the date they joined. One month seems fair to me.
