I think we should only allow new people and wait for All Stars before contestants return. Think about it:
*This proved to be pretty popular. Lots of people like the show and so I assume they would like to be a contestant in our version.
*Our current Jeff, Bruce the Duck would make a good player.
*Scotti expressed interest but said she didn't want to take the spot away from someone else who wanted it. Hopefully, she'd be willing to go in the second season.

I agree. I think you should only let new players in for the second season. It would make things more interesting, and also more like the real Survivor.
