Another piece of evidence that points to it being a hint at an upcoming Al-TV: Polka Power's "video" was bookended with clips from WAY Live for AL TV 2K

Since Al's got another filmed concert coming up, they could be doing the same thing.

Or maybe the Toronto shows are the Al-TV? Hope not.......I want wacky interviews!

Actually I could see the Toronto tapings ending up being something like "The Weird Al Video Collection" which aired on VH1 in 1999, where it was a mix of videos, live footage from the Red Bank concert, and Al-TV-esque comedy bits. He could easily work 2 or 3 new wacky interviews into something like that, plus show the PF video.

There's a chance this could be put on Al's YouTube page and edited to the album recording of the song.

I'm pretty sure that would be a legal nightmare to clear, too.

I'm sure he had to pay for what we saw in concert, so he probably "cleared" it in that sense. I don't think it would be that much harder to clear it for basic cable viewing.

I thought I heard Al say on several occasions that the sort of outtakes needed to do fake interviews were almost impossible to find/get permission to use and that he wasn't planning to do that again

yeah, the interviews are why I tune in to see AL-TV in the first place... I guess the only thing keeping me interested in a new AL-TV would be to premiere the Perform This Way video, which is how I think Al will premiere it
