I'm leaning in the direction of him having the costume more than not.

I think that the crowd that will get to see the video and will buy the album (or even parts of the album online) will be exponentially higher than the percentage that will actually get to go to see a concert, so either way, its not like it is going to kill his album sales if he debuts some new things at a concert show, whether the album is out or not. One way or another we're going to hear those songs at some point, most likely which will be late June, so Al probably has less reservation about playing them during a show where it is going to be leaking in a massive torrential outpouring of material, as opposed to if he released all the tracks online before the album was out - now THAT might seriously affect sales.

Like I said, it'd probably be about two or three weeks before the album.

I predict that by the time the tour stars up again (whether the video is seen or not), we will see Al performing "this way" between W&N and Fat wearing some sort of mock meat dress and a blond or yellowish wig. He may just imitate her look from that "Telephone" video. He may also emerge from a giant egg onstage.
