Okay. There are a lot of dementia artists who do parodies and sell songs on CDs, iTunes, or through their website. And I know they don't pay royalties for them:

Al pays royalties on the parodies for the use of the music. Probably, those other artists get away with paying no royalties because their sales aren't large enough for it to be worth the hassle and uncomplimentary publicity for the copyright holders to come after them. But if one of them suddenly broke out big with another "White & Nerdy" you can bet there'd be a lawyer's letter somewhere in their futures.
"Weird Al" has a charisma that's all his own. The awkward, the misshapen, the socially inept flock to his banner.
