He'll tour anywhere that they think the tour can make a profit. Is there a really huge Weird Al fan base in the UK?
But probably not this year. Between the death of his parents and his desire to watch Nina grow up some more, the tour commitments he already has are probably enough. The success of the Aussie tour last fall (or spring, depending on your hemisphere) had to be encouraging, though.
You could always come HERE next time he tours, of course.

What probably helped make the Aussie tour happen was that Zomba's Australian division really pushed the last two albums, even creating a makeshift video for "Pretty Fly For A Rabbi."
And although Al has yet to tour there, his Japanese labels have tried different things to get him more exposure there over the years.
Hopefully Zomba will get off their behinds in the EU and UK. There's obviously potential there for a decent-sized fanbase.
