As a visual gag, no question it's intentionally suggestive in concert and in the video. But in the context of the song itself, there's really no basis for the lyric being innuendo.

The joke here is that so much of the original video was blurred out, but not due to vulgarity. They had to blur out the logos on all of the hoodies and hats that Coolio et al are wearing.
