I think this another instance of false information on Wikipedia. Phil's not listed on The Mothership under "Celebrity Cameos in Al's Videos."
Oh by the way, I've cracked the code.

There is definitely a guy who looks somewhat like Phil Lamarr but I don't know if it's really him. Al doesn't mention anything about it in the video commentary track or on weirdal.com.
I couldn't tell a dirt clod from a plate of caviar.

I was talking about Al with a non-Al friend of mine, and we were talking about his songs, and I mentioned this song.

She said she had misread the word "pentiums" horribly. :F
