Yes, he is, and so is his son, Miles, who we can technically include here, since he has filled in for Steve before. Also, you can see Steve and Miles playing together in the Behind the Scenes footage for SOL.

They're both paying basses. Steve is playing an electric bass, and Miles is playing a stand-up bass. It's amongst the footage for "Pancreas".
