He meant "Pluggin'" as in "Promoting" and "Leaks" in reference to "Internet Leaks", so promoting the Internet Leaks would be "Pluggin' the leaks like yeah." :P Very nice observation! I doubt that's what it was referencing, but still... it's a cool coincidence.

No no, it has nothing to do with the Internet Leaks.

I meant the phrase "plugging the leaks" is usually meant to refer to work which a plumber does, but here it means assassinating people who are leaking classified information to foreign governments.

Oh, that's all? I knew it had nothing to do with Internet Leaks, but I couldn't really see what was so unique and clever about the line, since I'd already picked up that the line meant getting rid of people who could leak info. I was thinking you meant something like the line referencing a news story about the CIA investigating WikiLeaks or something like that.

So in short: I've heard the "plugging the leaks" plumbing/assassination pun before and thus didn't see the value of the line as through the eyes of one who hadn't heard that pun before.
