I thought the two were unconnected. Like, he's got a tattoo of a zombie, then he's got a different tattoo of Ronald Reagan.

No, the joke of the whole "wait!" line is that he thought it was a zombie but then realized it was indeed Ronald Reagan. I hope it's not considered a political comment to mention that the point of this joke is that Ronald Reagan was very old-looking for the last few decades. In fact, Zombie Reagan is not even a new concept, as you can see from this Onion video or this Google Images search.

Just watched the movie Just Go With It and heard the original for the first time. I had to obviously tell everybody in the room about the Weird Al parody, and I got the lame look of course!
