Hmmm... well you can change the proportions in both Vicman and Irfanview, but it's not as easy as in some of the other graphic programs...

Do you have any other photo editing software?

i just installed my MGI photosuite.... nope...

again: how do u do it?

I use my Paint Shop Pro program, promote to layer (so it's not a background image) then I use the deform tool to drag it to the proportions I like.
